The judicial reform in the year 2000 laid the foundation for creating two judicial authorities and led to the advertising of the competition “Federal Administrative Court new building”. The competition plot was the Chrüzacker real estate in St. Gallen with an area of ca. 31,300 m²; a prominent location as regards town planning and topography west of the old part of the city.

The task of the two-stage competition was to plan the Federal Administrative Court. A residential development was to be planned in addition for the land area not required for the court building.

In the first stage, ideas and proposals for integrating the two parts of the task into urban planning were asked for. At the same time, approaches and propositions were to be provided on the operational structure; propositions for the residential buildings on housing typology and usability, and on the quality and economic viability of the building complex.
